The challenge is to create an urban design with associated land development. Proposals need, in addition to their artistic and futuristic character and quality, a real value. They also need to be realizable, exploitable and should be sustainable in their maintenance and use. The vision has to convince and inspire customers and stakeholders. The goal is to arrive at a feasible plan that will be proposed in 2020 during the final presentation of IBA parkstad. (Internationale Bau Ausstellung)

The site, an atrium terrain is about 3.5 hectares and is located in the center of Kerkrade. On this site, a hospital was established over hundred years ago but since a few years it has become empty for the largest part. In the last few years, the healthcare features have become more and more important in the Heerlen region so new functions are interested in the site area. The current owner, the Foundation Atrium Orbis Medical Center wants to sell the entire property with buildings and rent space in one of the existing buildings for outpatient and diagnostic functions. The intended new owner, Wyckerveste, intends to develop and implement a number of new features in the plan area with Heton and the municipality of Kerkrade. Central goal for this development is the realization of a “Center Court”, a health boulevard for young and old. Also, it is the intention to realize offices, homes and student accommodation in the existing buildings.
